Underwrite a driver file
Pick a file and the rulebook to judge it by. Remove any record or any event and the file is re-underwritten from scratch; an independent recompute prices every change before the engine runs.

A file cannot be decided without all four. Switch one off to see the law layer hold the file and the ledger lose its rows.
The curve rises fast for the first events and flattens, so no file pins at 100. N = 60 on the 1-10 scale and 20 on the 1-2 scale is a calibration constant chosen so both scales land in comparable bands. It is not fitted to crash outcomes and it is not an FMCSA percentile. The bands (30 and 65) come from the guideline.
Each check compares the engine with something it does not control: an independent recompute, the reference catalogs or the raw record. Run the mutation tests
